Kano Police Rescue Eight Kids Sold Into Anambra (Photo)

The Kano State Police Command has rescued eight kids kidnapped from various locations within the state metropolis.

City Round learnt that the kids were kidnapped between 2014 and 2019, but were traced to Anambra State where they were sold.

Parading the suspects, the state Commissioner of Police, Ahmed Iliyasu, said the kidnap syndicate was busted when one Paul Owne, kidnapped one Haruna Bako and attempted to relocate him to Anambra State, from where he would be sold.

The CP disclosed that Bako was abducted on September 11, 2019, on his way home from Islamiyya School at Yankaba quarters of the state capital.

He said, ‘’The command’s tactical team of Operation Puff Adder attached to the anti-kidnapping squad was detailed for discreet investigation in the course of which the suspects were arrested. They confessed to have conspired among themselves and abducted various children from areas like Sauna, Kwanar Jaba, Kawo, Hotoro Yankaba and Dakata quarters all within the Kano metropolis.’’

Also, the police boss said one Sagir Bako alerted the police to the missing of several children, aged between two and six years, adding that the children were being taken to various unknown destinations.

Among the suspects arrested were Paul Owne, Mercy Paul, Emmanuel Igwe, Ebere Ogbodo, Louisa Duru and Monica Orachaa.

The CP said the kids had been reunited with their respective family members.

Meanwhile, the command arrested 124 suspects before, during and after the 59th Independence anniversary celebrations.

The suspects were paraded for various offences ranging from kidnapping, armed robbery, carjacking, drug abuse, among others.

The CP said 22 vehicles, 15 rifles, drugs, cutlasses and knives were recovered from the suspect.

The Arndale shopping centre in Manchester has been taken over by security operatives after reports of stabbings on Friday.

According to the BBC, the UK ambulance service was treating four people after the incident at the Arndale shopping centre in Manchester, UK.

Five people have been stabbed and counter-terrorism police are leading the investigation, British police said in a statement.

“We are on the scene, we are treating four patients,’’ a spokeswoman at the North West Ambulance Service said.

Manchester Police said on Twitter that they were responding to an incident at the shopping mall.

Meanwhile, a man has been arrested on suspicion of serious assault over the incident at the shopping centre.

“A man in his 40s has been arrested on suspicion of serious assault. He has been taken into custody for questioning”, the police said.

Chelsea legend, Didier Drogba, has backed Inter Milan striker, Romelu Lukaku, to establish himself as one of the best strikers in the world.

Drogba, who said Lukaku is like a son to him, explained that the Belgium international is always eager to learn.

Lukaku left Manchester United in last summer’s transfer window to join Inter Milan but the Ivory Coast legend believes people will only appreciate the 26-year-old’s attributes when they look back on his career.

“Romelu is like a son to me,” Drogba told HLN.

“When he came to our cloakroom in Chelsea at the time, there was an immediate click between us.

“Also because he literally knew everything about me. Romelu could describe in detail every goal I had ever scored. In fact, he even knew which football boots I had played with. (laughs)

“But it wasn’t because of that knowledge that we agreed well. Because of Romelu’s personality. It is so beautiful.

John Obi Mikel has revealed his desire to be Chelsea manager, Frank Lampard’s assistant.

Former Nigeria midfielder John Obi Mikel has revealed he wouldn’t mind being Frank Lampard’s assistant at Chelsea when he retires, according to Sport Witness.

Both Mikel and Lampard were teammates at the Stamford Bridge for close to a decade winning several trophies together.

“I am very happy for Frank. When we were playing at Chelsea, we were expecting that John Terry and him would be very good managers, but we were expecting Terry to reach that level first. But Lampard made a big step. His arrival at Chelsea means the club are caring for their legends,” Mikel told Sport Witness.

“I joked with him after he got the Chelsea’s job that I want to be his assistant when I retire. I hope he will be successful at Chelsea for many more years. I also want to see John Terry in similar jobs in future because he was our leader on the pitch,” Mikel added.

WICKED LIFE! 14-Year Old Girl Reveals How Her Own Father Got Her Pregnant

A 14-year-old girl (name withheld), has narrated how her father allegedly got her pregnant after having sex with her countless times.

Narrating her ordeal while testifying before an Akure High Court, the victim stated that her 41-year-old father identified as Ojowi Johnson,
had for almost two years been committing incest with her following the death of her mother.

According to her, the father, who is an automobile mechanic, had threatened to kill her if she ever confided in anyone about the sordid relationship between them.

She added that the fear of his threat made her keep mute about the act until she summoned the courage to report to the police.

“My father had taken me to one “mummy Ayo” in Ifon who carried out an abortion on me when I got pregnant for him.

“In April 2018, I summoned the courage and went to report him at the ‘A’ Division in Owo, which led to his arrest.”

Corroborating the claims of the victim, the prosecution team led by a state counsel, A.M Kayode, told the court that the accused, who is a widower, committed the crime at his residence in Clerk quarter, Ijebu Owo in Owo Local Government Area of Ondo State where he was steadily having unlawful sex with his daughter.

The state counsel also alleged that the accused after putting his daughter in a family way took her to Ifon, his home town in order to procure an abortion for her.

Also testifying, one Inspector Kareem Lukman, stated that a case of rape and procuring illegal abortion was reported at their station by the girl against her father and that the case was transferred to him for investigation.

Lukman explained that the accused person was subsequently arrested, while he gave a voluntary statement after due caution.

In the statement, the IPO said the accused person admitted to have slept with his daughter and that it only happened five times.

Meanwhile, Ojovi, who was arraigned before the court on a two-count charge of rape and illegal abortion, pleaded “not guilty” to the charges levelled against him.

Ojovi testified that

“I am not the one who put her in the family way. My daughter is wayward, which was why I had helped her to get rid of the pregnancy so that she would not bring shame upon the family.”

According to Ojowi, the mother of the victim died when the girl was seven years old and she was later taken to Port-Harcourt to live with her paternal aunt.

He said that his sister had returned the girl some few years later, with an accusation that she was wayward, stressing that her waywardness and unseriousness had led to her to still be in primary school at age 14.

The judge, Justice Samuel Bola, subsequently adjourned the case till November 29, 2019, for judgment.

Police in Prague made a series of arrests after crowd trouble involving England fans at Friday’s Euro 2020 qualifying match.

There were 31 arrests, 14 of whom were England supporters.

Almost 3,800 England fans bought tickets for the 20:45 BST kick-off in Prague, although more are believed to have travelled.

England lost the match 2-1 and have another game on Monday when they travel to Sofia to play Bulgaria.

Ugly scenes erupted just before 7pm local time when some English fans began throwing bottles towards armed officers in riot gear.

A recorded warning was played in English before the Czech police advanced on the group, who had taken over a small square in the city’s Old Town.

Speaking after his team’s 2-1 defeat, England manager Gareth Southgate said of the crowd disturbances:

“Of course, it’s always disappointing and I think I’ve always spoken about how we would want everybody to conduct themselves.

“But equally, tonight, I think everybody would expect me to focus on getting my job right and make sure that I get the performance that we need from the team. So, I think some of these things are for other people to deal with.”

See The Huge Amount President Buhari Want To Use To Upgrade Presidential Aircraft

A whopping N1.5 billion has been proposed by Buhari as money to be used for upgrade of Presidential aircraft.

Nigeria’s President Muhammadu Buhari has proposed to spend N1.492bn on the upgrading of some of the aircraft in the Presidential Air Fleet in 2020, according to a Punch report.

The report revealed that the sum is apart of the N200.994m the President will be spending on the overhaul of engines of some of the aircraft in the fleet next year.

The figures are contained in the details of the 2020 Appropriation Bill that Buhari presented to a joint session of the National Assembly on Tuesday.

Details of PAF’s budget are captured under the budget of the Office of the National Security Adviser.

According to the details, N792m will be spent on what is termed “mandatory upgrade and installation of live TV and Internet service on BBJ (5N-FGT).”

Also, N50m will be spent on “compliance with mandatory upgrade and installation of Internet service on G550 (5N-FGW).”

Apart from these, another N650m is being proposed to be spent on “compliance with mandatory upgrades on PAF aircraft.”

All the expenses are to be spent on ongoing projects.

Further details of the budget showed that PAF will spend N250m on aviation fuel during the year.

The sum is part of the N467.86m budgeted for fuel and lubricants (general) for 2020.

Other expenses in that category include the N115.86m budgeted for motor vehicle fuel; N70m for plant/generator fuel; N30.2m for other transport equipment fuel; and N1.8m for cooking gas/fuel.

The PAF will also refund N1.22bn to Asset Management Corporation of Nigeria for asset acquisition.

The asset acquired is not stated in the budget details.

The PAF will also be spending N120m on the construction of armoury while N178.273m will be spent on the renovation of the HQ 011 PAF complex and aircraft hangar.

Fire fighting vehicle will cost PAF N90m during the year while N89.413m will be spent on the purchase of six pieces of FIDO X3 Military Grade Scanners.

Meanwhile, the suspended national carrier, Nigeria Air, will gulp a whopping N4.998bn in the 2020 fiscal year.

According to the details of the Ministry of Aviation’s budget, “working capital for establishment of national carrier” will cost N4.694bn while “consultancy for establishment of national carrier” will gulp N304m.

Under the budget of the Office of the Secretary to the Government of the Federation, national events (Independence Day and Democracy Day) will cost N255m; utility vehicles for former Heads of State (replacement) will cost N100m while purchase of office equipment and furniture for political aides and Shehu Shagari Complex will cost N355.475m.

A group known as APC Mandate Defenders has reacted to online reports which claimed that the Hon. Minister of Finance, Budget and National Planning, Hon. Mrs. Zainab Shamsuna Ahmed will be getting married to President Muhammadu Buhari.

The group described the news as fake and fallacious.

“My Mum Wanted A Quiet Burial, I Will Give Her Carnival”– Charly Boy

Maverick entertainer and activist, Charles Oputa, aka Charly Boy, has said that his mother, Mrs Margaret Oputa, who passed on during the week, lived a fulfilled life.

The activist said though he was not in the country when she passed, his wife, daughters and grandchildren were with her.

The self-acclaimed president of all frustrated Nigerians said his mother died in her sleep and her death was worth celebrating.

In a chat with Saturday Beats, he said;

“My mother died at 102. I had been out of the country. I spoke with her three days ago before her demise, but we thank God. Her death is a celebration because she lived to a ripe old age. She died in my house— my wife, daughter and granddaughter were all there.”

Area Fada noted that he would miss the special moments he spent with his mother. “I’ll miss our chats and videos— my mom was a very hip hop person. She always wanted to know about what people were saying about our videos. She also liked to talk about our old times and my rascally ways, among several other things. Sometimes, choristers would come to the house to serenade her. And I often took her to watch comedy shows in Abuja.

She was the go-to person for me. It’s not easy to give birth to someone like Charly Boy. She was really a great woman, and we had very loving moments. I can say she died happily. She passed on in her sleep and certainly lived a good life,” he said.

The 68-year-old grandfather also revealed that his mother’s wish was to have a very simple and quiet burial ceremony. However, he said his personality would not allow him to grant her request.

He stated:-

“For the burial, my mum said she wanted a very simple ceremony. She said I should keep it peaceful, but Charly Boy does not do simple things. She lived a good life and did all that she wanted to do. My love for humanity and humility came from her. The burial will be in December because I need to hustle. It’s going to be a big celebration and carnival.”

I’m Older Than My Uncle – A Naijaloadite Seeks Advice

Hello naijaloaded, whenever I tell people that I’m older than my uncle they always laugh coz they probably think I’m joking.

Let me give you the summary my mom got married at age 26 when my grandma was 51 ,then a year after the marriage I was born.

One thing led to another and my grandma was pregnant again when she was 53 I don’t know how that happened, which automatically makes me older than him(my uncle).

Right now, I’m in the university and whenever I go home for a family function I find it very difficult calling him “uncle” or showing him any formal Yoruba respect, cos I’m logically older than he is.

And it has caused an uproar in the family please what should I do I’m confused, I’ll be in the comment section ,thanks.

Nigeria Senator Dino Melaye, Joins Nollywood

Senator Dino Melaye joined Nollywood just few hours after the Appeal Court affirmed the decision of the Kogi Election Petition Tribunal nullifying his victory.

The outspoken senator will be featured as one of the key actors, in a Television series titled ‘Equity unbound,” an idea of the Pillars of Hope African Initiative (POHAI).

Other prominent actors including Linc Edochie, Victor Decke, Chief Bruno Iwuola and Paul Sambo will also be featured in the TV series.

Addressing a world press conference, the Country Director of POHAI, Chinyere Onyemekara, said the main focus of the project is on ‘equal rights and sociai justices in Africa,’ using Nigeria as a case study.

“Equity unbound TV series is a soap opera that holistically ex-ray the quality of justice system in Nigeria and its attendant effect on both the masses, the elites and the government.

“It is a mind-blowing expository drama presentation of the human rights challenges of an ordinary common Nigerian. A good example of the issues treated in this series is the recent report by BBC, on the pervasive threat of “sax for grades and sex for Marks” in Nigeria’s institutions of learning.

“A 120mins pilot episode of Equity unbound TV series has been shot with so many celebrity Actors and with state of the art equipment cum professionais and highly motivated crew.

“The idea of this is to use drama as an effective tool of communication to correct the ills and promote an acceptable social justice system in Nigeria.

“Gentlemen of the press, you will agree that Africa and Nigeria in particular is far behind in terms of perfect justice system and equitable society.

“We at POHAI has taken it upon ourselves to expose these shortcomings for the purpose of strategic attention and correction:

“We hereby call on members of the fourth estate of the realm, civil society groups, the international community, cooperate organizations, Nigerian government at all levels and well-meaning Nigerians to support in whatever way possible to bring this humanitarian project to fruition,” Onyemekara stated.

Speaking on why he joined the drama, Senator Dino Melaye, expressed happiness to be part of the series that will expose unjust act in the society.

Melaye said: “I’m happy to have participated in the series, especially as it will help correct social problems in the country. I am not a greenhorn in acting because I emerged as the best actor during my NYSC program.

“I am ready to serve this country in any capacity and I feel that participating in the series is another way of contributing my quota in correcting the social ills in Nigeria.

“If I have such opportunity again I won’t hesitate to take it,” Melaye stated.

The drama’s director said that Senator Dino Melaye acted the role of Joshua in the series, which is an assemblage of professional actors and politicians.

“The drama is all about tackling social vices in the society. The drama, he said captures such issues like corruption, injustice, bad governance and so on.”

2020: Military, Police To Spend 91% Of Budgets On Salaries, Others

Amid the prevailing insecurity in the country, the military and the police would spend a whopping 91 per cent of their budgets on recurrent expenditure, comprising overhead and personnel costs, while the remaining nine per cent would go to their capital expenditure, estimates in the 2020 Appropriation Bill have shown.

Saturday PUNCH’s analysis of the bill revealed further that the chunk of the recurrent expenditure goes into personnel cost, comprising salaries, wages, allowances and social contributions, while a meagre amount goes into capital expenditure, forcing some of the security agencies to make part payments for security items they would have used to fight insecurity.

President Muhammadu Buhari had on Tuesday, October 8, presented the N10.33tn, comprising N4.88tn recurrent expenditure and N2.14tn capital expenditure, Appropriation Bill to a joint session of the National Assembly.

The President noted that the budget estimate was designed to be one of fiscal consolidation to strengthen the macroeconomic environment, invest in critical infrastructure, human capital development and enabling institutions.

But analysis of the Appropriation Bill revealed that the Ministry of Defence, comprising different operational units like the Army, Navy, Air Force, Defence Headquarters, Nigerian Defence Academy, Defence Intelligence Agency and 11 other units got a whopping N878,458,607,427 total allocation, the second highest allocation.

Of the total allocation, however, the recurrent expenditure stood at N778,589,343,660, representing 88.63 per cent while the capital expenditure is N99,869,263,767, representing 11.37 per cent.

In the recurrent expenditure, however, the total personnel cost, comprising salaries, wages, allowances and others, is put at N722,383,830,531bn, while the overhead cost for travels, transport, training, materials and services, is N56,205,513,129.

The remaining N99bn capital expenditure would, therefore, be used for the purchase of defence equipment, sea boats, rehabilitation of barracks across the six geo-political zones, procurement of ammunition, purchase of operational vehicles, among other things needed to fight insecurity and defend the Nigerian territory.

For example, the Nigerian Army, which got the highest allocation under the Defence Ministry, would get a total of N438.23bn.

While a whopping N424.03bn of the sum goes to recurrent expenditure, comprising N408.40bn for personnel cost (salaries, allowances, wages, etc), and N15.63bn for overhead cost, a meagre N14.20bn was budgeted for capital expenditure.

According to the breakdown in the estimate, the N14bn would be used for the purchase of arms, ammunition, armoured vehicles, spare parts, kitting general, construction of office and residential buildings (barracks) and renovation of destroyed Kur Mohammed Barracks, Bama, among other projects.

Similarly, for the Nigerian Air Force, which got the second highest share in the ministry, its total allocation was N137.87bn.

Out of this, N109.51bn was for recurrent expenditure, comprising N8.85bn overhead cost and a whopping N100.66bn personnel cost (for salaries, wages, allowances, etc), while a paltry N28.36bn is budgeted for capital expenditure.

The N28bn is expected to be used for the purchase of defence equipment, procurement of various small arms and ammunition, purchase of various aircraft and their spares, support equipment and their spares, part payment for procurement of 3 x jf – 17 thunder aircraft, part payment for periodic depot maintenance of 4 x f – 7ni aircraft, among others.

For the Nigerian Navy, which got the third highest share of the ministry’s allocation, the total allocation was N131.69bn, out of which N114.50bn was allocated for recurrent expenditure, comprising N106.76bn personnel cost (salaries, wages, allowances, etc) and N7.74bn overhead cost.

On the other hand, N17.19bn was budgeted for capital expenditure, specifically for the procurement of helicopters, landing ship tank, hydro survey ship, 8 x 17m inshore patrol craft, construction of barracks and the development of Naval War College, among others.

The tilted estimate is the same for many other operation units, like DIA, under the Defence Ministry.

Police and military budgets alike

Meanwhile, for the Federal Ministry of Police Affairs, comprising police formations and commands, the ministry itself and the Nigeria Police Academy, Wudil, Kano, the total allocation is N409,142,271,823.

Of this figure, the capital expenditure is a mere N13,309,986,864, representing a paltry 3.25 per cent, while the total recurrent expenditure is N395,832,284,959, representing a huge 96.75 per cent of the allocation.

Out of the recurrent expenditure, however, the total overhead was N11,088,223,253 while the total personnel cost (salaries, wages, allowances and social contributions) took a whopping N384,744,061,706.

The paltry N13bn capital expenditure, according to the estimate, was for the purchase of security equipment (N2.88bn), motor vehicles, air navigational equipment (N2.19bn), trucks, industrial equipment (N64.82bn), purchase and acquisition of land, computer software acquisition, construction and provision of hospitals, police stations and barracks, while the rehabilitation and repair of police stations and barracks would gulp (N53.62), among other projects.

Thus, on average, the military and police would spend 91 per cent of their budgets on recurrent expenditure, largely salaries, wages and allowances, while about nine per cent would be spent on procuring equipment, weapons and other software and hardware needed to tackle insecurity in the country.

Only sophisticated arms can stop B’Haram, ISWAP – Soldiers insist

In the face of the little funds to procure defence equipment, according to the budget estimate, the Theatre Commander of the army’s Operation Lafiya Dole, Major General Olusegun Adeniyi, said on Thursday that what the army needed to end the ISWAP and Boko Haram war were combat helicopters.

Speaking when he received a delegation of the National Assembly Joint Committee on the army, led by Senator Ali Ndume, on Thursday, Adeniyi stated that Boko Haram had never been as formidable as perceived.

He said, “The only thing that needs to be given to the army now is Nigerian Army Aviation. There is a way you solve a problem that will change the game. The army needs combat helicopters to end the Boko Haram war. These helicopters will be with us at the battlefront. I know this has been on the table for years. When this is done, Nigeria can forget about Boko Haram.”

Meanwhile, military commanders, especially those currently engaged in operations at the battlefield in the North-East, had told Saturday PUNCH in a recent report that they were still using outdated weapons and equipment, including failing Shilka guns procured during the administration of the late Alhaji Shehu Shagari, who was the President of Nigeria between 1979 and 1983.

They noted that this development had exposed the Nigerian troops to attacks by the terrorists, especially the Islamic State in West Africa Province fighters, who, according to them, use more sophisticated weapons.

They, however, said they needed sophisticated weapons to defeat the terrorists.

One of the commanders said, “I can tell you that we have not been supplied with fresh equipment in a long while. Those terrorists, especially ISWAP fighters, are very deadly and confident and they now use foreign mercenaries.”

One of the commanders again told one of our correspondents on Friday that the 2020 budget proposal submitted to the National Assembly implied that “nothing would change in terms supply of arms, ammunition and other equipment needed to fight the war, yet it’s only superior weapons that can defeat them.”

The Governor of Borno State, Babagana Zulum, had said in July that Boko Haram had higher expertise and better technological weapons than the military.

The President also said at a regional summit in Burkina Faso on September 14 that “the frequency of attacks, the determination and resilience of the terrorist groups as well as the ease with which they raise funds and acquire sophisticated weapons were matters of serious concern.”

Also, at the summit, the President of Niger Republic, Mahamadou Issoufou, announced that ECOWAS leaders had decided to mobilise “financial resources of up to a billion dollars for the fight against terrorism.”

Meanwhile, apart from the insurgency in the North-East, there had been concerns over the high rate of killings of innocent Nigerians by bandits, kidnappers and armed robbers. This had made some persons to question the efficiency and capacity of the security agencies, as they tied the challenge to poor funding of the security agencies.

The then Governor of Zamfara State, Abdulaziz Yari, said in March 2019 that the bandits terrorising the state were more equipped than the entire security forces deployed to combat their activities.

Yari told journalists at the State House, Abuja after holding a meeting with the President that the bandits had stockpiled as much as 500 AK-47 rifle in one of their armoury.

Budget estimates offer no hope of improved security – Security experts

A security expert and President, African Council on Narcotics, Mr Rekpene Bassey, described the proposed 2020 budget for the Ministry of Defence and the police as grossly inadequate.

He said, “If you convert the total amount that has been budgeted for the Ministry of Defence, N878.458bn into dollars, what you have is about $2.4bn, while the capital expenditure of N99.86bn comes to about $275m. It is even worse for the police that have a total expenditure of N403.32bn, about $1.114bn while the capital expenditure is just about $34m.

“The implication of this proposed capital expenditure in the military and police is that we are going to face more security challenges in terms of the internal and national security environment.

“This portends a lot of dire challenges in the months ahead in terms of security and I cannot fathom why they have proposed that.”

Also, a security expert, Mr Chigozie Ubani, said the proposed capital expenditure, especially for the police, was a negative signal, adding that Nigerians should not expect anything new in terms of tackling criminalities from security operatives in the coming year.

He said, “The implications are grievous for us. The budget proposal, especially for the police, is worrisome. Note that budget is an estimate and over the years we have not met the police budget, even up to 80 per cent. So, what it means is that the estimated proposal for the police in 2020, I can bet you that less than 40 per cent of it will be drawn down.

“The implication is not good for us because until we fix our police, our challenges will continue to fester. What we are fighting today in the North-East was initially the affair of the police, but they could not deal with it and that was how it became a military affair.”

“In my view, there is nothing in the budget that shows that there is a conscious effort to improve on the quality of policing the nation.”

Military looking at alternative funding sources — DHQ

Meanwhile, the Defence Headquarters has said that to tackle the imbalance in the budgetary allocations for the military, the armed forces have been looking for and moving towards alternative sources of funding.

The Acting Director, Defence Information, Col Onyema Nwachukwu, said the military had begun to produce “armoured carriers, and ships locally.”

In an interview with our correspondent on Friday, he said, “If you look at the 2020 budgetary allocations, about N100bn is what is allocated to defence. And when you talk about recurrent and capital expenditure, you find out that the recurrent is quite higher than the capital.

“The idea is that from the outset, we have always talked about seeking alternative sources of funding for the military. We are working in this regard. The Nigerian military is evolving, considering the various contemporary security challenges, which are of course a global phenomenon. There are various theatres of operation around the country and the military has been very innovative despite the budgetary allocations.

Also, Force spokesperson, DCP Frank Mba, in his response to the lopsided budget estimate said, “I’m sorry, I may not be able to respond to this enquiry now. I can only give you an appropriate response after due consultation with the Budget Department. I will do that and revert to you as soon as possible, please.”
